The little-noticed move raises questions about the transparency and effectiveness of the city’s handling of the migrant crisis.

Thousands of migrants are moving on after reaching their stay limits, but the city hasn’t tracked where the vast majority of them have gone.

“Let's put an air mattress in there, and let's get this done,” a top city official said Tuesday about the program. “Somehow people don't have the same sense of urgency I think that we do.”

The remarks offered little clarity about exactly what would change after Mayor Eric Adams said he would “reassess” the way the city handles shelter requests amid an influx of migrants.

The bill does not create any new laws but "synthesizes" existing rights.

"Providers are having to deal with these challenging positions that I don't think anybody was prepared or trained to do."

If the city were paying Women In Need the same rate for services and operations at the Fourth Avenue shelters as at its Brownsville sites, it would result in a savings of about $87.6 million.

“If they were building a school we wouldn’t have to rally around it because even if you don’t have kids, it’s generally accepted that schools are necessary for communities,” said Citizen Squirrel organizer Kathy Park Price. “It should be the same for shelters.”

Tempers flared at a community meeting over the opening of the shelter, with residents and elected officials repeatedly berating representatives from the city.
