A statewide law banning single-use plastic bags at supermarkets, delis, and superstores will finally be enforced on Monday.


The City Council has voted to adopt a five-cent fee on all paper bags given to consumers at supermarkets and other stores.


Cuomo's primary stated objection to the bill was that it directed the five cent fee to merchants, an arrangement Cuomo said would yield an "unjustifiable and unnecessary" profit for private enterprise.


Under the terms of the bill, the fee's implementation will have to be delayed until 2018, when the City Council can revisit whether to move forward with it.

After pushback from Albany, City Council Members voted to delay plastic bag fees until February 2017.


State lawmakers have counteracted City plans to enact a 5-cent plastic bag fee.


The fee will be officially instated in October, but won't be actively enforced until next April.
