The federal lawsuit has been broadened to include all Black and Latino people who live or drive in the county.

The probe comes after a judge found the officers unconstitutionally strip-searched a man in public, then lied about it on the witness stand.

The $17K order comes as the department fights on a number of fronts to keep records secret.

Records obtained through freedom-of-information request show the number of Black and Latino officers has hardly budged.
