The NYPD has agreed to allow an independent monitor to oversee its secret counterterrorism investigations to insure that the police aren’t illegally gathering intelligence on political or religious activity.

"It's sad we have to be targets of surveillance when we're not committing crimes."

The City argued in federal court yesterday that a series of NYPD documents that would shed more light on the legality of the surveillance were much too secret to be aired in court.
