A man illegally breeding dogs in Westchester—for the second time—will face no criminal charges after 16 of the animals died in a fire.

6 dogs housed in a 20-by-20-foot single-story shed died in an early morning fire today at an illegal breeding kennel in Westchester.

Neighbors say that the dog who killed four-year-old Jayelin Graham on Friday night in Brownsville was trained to kill by its owner: "It was an accident waiting to happen," said one.

A four-year-old Brooklyn boy was mauled to death by his family's pet dog last night. "That little boy looked like a rag doll. The dog ripped the baby's throat out," one witness said.
