State lawmakers say they won’t act on plans to regulate New York City’s basement apartments unless it’s part of a broader housing package.

The Department of Buildings had previously said that five of the six locations where residents died were found to be illegally converted basement or cellar units.

A new law will allow low- to middle-income homeowners in East New York to apply for low-cost loans to convert below-ground units into legal dwellings.
