A teenage girl from Rockaway, Queens has been charged with leaving the scene of an accident after she ran a red light last night and fatally struck a 49-year-old Chinese food delivery man in Gerritsen Beach, Brooklyn.

According to police, 18-year-old Kathryn Foris ran her Nissan Altima through a red at the corner of Avenue V and Gerritsen Avenue last night around 10:23 p.m. and drove directly into Ju Xiang Chen, a Chinese immigrant delivering food on a Yamaha moped. Witnesses say a startled Foris then drove away—making it a quarter block with Chen still on the roof of her car. Police picked Foris up a few blocks away while Chen was quickly taken to a hospital where he was pronounced dead.

According to his friend and manager at Lucky Star Chinese on Knapp Street, Chen was a hard working employee and devoted husband and father who emigrated to the States from China ten years ago.
